Scarlet Banner
A Scarlet Crusade standard you can only raise by a campfire. It gives no bonus: it is a trophy. No quest leads to it: gather 4 echoes, take them to the Scarlet Monastery Library and use them on 4 busts.
The banner
This is the item's tooltip in the Forever client 1.60.1.70790.
Raising it
- 10 secis the cast time. Once raised, the banner stands for 15 minutes.
- campfire is what you need next to you to raise it: a campfire.
- 60 min is the cooldown. The client puts it in the same cooldown category as the other camp objects, so raising it locks those for as long.
- Bound and unique One per character, and it cannot be traded. The banner stays in your bags: raise it again once the cooldown is over.
The four echoes
The four echoes are four items with the same tooltip: Binds when picked up, Unique, Use: Memorial archivist. Each character takes their own. The name says where it comes from: three outdoors, one in the Scarlet Monastery.

Where the graves are
Each of the three outdoor echoes sits on a grave: click the grave and it goes into your bags. The maps below are the zone maps we took from the client; the red dot is the grave.

The graves' coordinates were measured in game by players. The client does not record them and we have not checked each one yet, so trust the game if you are a step or two off. The one in the Scarlet Monastery Graveyard is inside the dungeon and has no coordinates.
The four busts
The busts are in the Scarlet Monastery Library. Stand in front of one and a buff appears on you, named after it; that is when you use the matching echo. The buff reads like the echoes: Memorial archivist.

Which echo goes with which bust is matched from the order of the four "Use Echo" spells and the four buffs in the client, which does not state it outright; the order to use the echoes in is not in the client either. Check the buff's name before you use one.
Read from the Forever client 1.60.1.70790: the names and tooltips of the banner, the echoes and the buffs, the cast time, the duration and the cooldown. The servers have the last word.
